Help! Hotel rates

raloriaThis is probably the stupidest question ever, but it needs to be asked.
When booking/staying at a hotel do they charge you the rate when you made the reservation or the rate at the time you check out and pay?
I'm asking because mom & I still have to call the Best Western Downtown in Vancouver, BC to reserve a room for VanCon.
Neither one of us can recall what exactly happened when we stayed there the 2 previous times. The rates on their website keep changing, so I was wondering what rates we'd be charged. They've come down a little since I checked last month, but if they're going to charge us the rate at the time we check out then there's no sense in waiting for them to drop any lower.
